It can refer to almost any kind of problem, including personal problems, health problems, financial problems, family problems, technical problems, work problems, and language-learning difficulties.

เขามีปัญหาเรื่องเงิน

k^hǎo mēe bpān-hǎa rêuang ngēuhn
Literal: He have problem matter money.
He has a problem with money.

The noun เรื่อง (rêuang) means ‘story,’ ‘matter,’ or ‘topic.’ Its meaning changes slightly depending on context, but the core idea is ‘a subject or thing being talked about.’ It is like saying ‘about the topic of…’ — ปัญหา (bpān-hǎa) + เรื่อง (rêuang) + topic. For example: ปัญหาเรื่องการเงิน (bpān-hǎa rêuang gāan-ngēuhn = financial problems); ปัญหาเรื่องสุขภาพ (bpān-hǎa rêuang sùk-gà-p^hâab = health problems); ปัญหาเรื่องครอบครัว (bpān-hǎa rêuang k^hrâwb-k^hrūa = family problems); ปัญหาเรื่องการจราจร (bpān-hǎa rêuang gāan-jà-rāa-jōrn = traffic problem), etc.

For example: ฉันพยายามเรียนภาษาไทย (chǎn p^há-yāa-yāam rīan p^hāa-sǎa Thāi = I try to learn Thai.); เขากำลังพยายามหาเงิน (k^hǎo gām-lāng p^há-yāa-yāam hǎa ngēuhn = He is trying to earn money.); ฉันจะพยายามทำอย่างเต็มที่ (chǎn jà p^há-yāa-yāam t^hām ^awyàang-dtēm-t^hêe = I will do my best.), etc.
